Samboun Mao and Lancy Mao Charged in H&R and Weapons Investigation

At 8:13 PM on August 3, 2024, Anchorage Police swing shift patrol officers responded to reports of a vehicle crash and shots being fired.  The license plate of the involved black Dodge Charger was provided to Dispatch.

Initial indications are that 47-year-old Samboun S. Mao was operating the Charger; there was a passenger in the car with him.  After driving through a residential front lawn, S. Mao attempted to parallel park on the 3600-block of Scenic View Drive.  While doing so, S. Mao backed up and struck the front of a parked and unoccupied Chrysler sedan which caused damage to the Chrysler.  S. Mao then pulled forward and struck another unoccupied and parked vehicle; no damage was caused to that parked car.   After a brief verbal exchange with the Chrysler’s owner, S. Mao got into the passenger side of a black Dodge Ram pickup driven by another person.  The passenger that had been in the Charger with S. Mao climbed into the driver’s seat; both the Dodge Charger and Dodge Ram left the scene without S. Mao leaving any contact information with the Chrysler’s owner. Moments after S. Mao was driven away, several shots were heard coming from the direction the Dodge Charger and pickup had travelled in.

Officers responded to the residence on Reflection Drive that the Dodge Charger was registered to.  The Charger was not parked in the driveway, but the Dodge Ram pickup was.  While speaking with a resident at the home’s front door, the involved Dodge Charger was driven into the driveway by 48-year-old Lancy Mao.  Officers spoke with her and observed signs of impairment.

Officers learned S. Mao was inside the Reflection Drive home.  S. Mao was compliant, came outside, and was detained without incident.  He also displayed signs of impairment. Officers administered Standardized Field Sobriety Tests (SFSTs) to both S. Mao and L. Mao.  Afterwards the decision was made to charge both for driving while impaired.

Through the subsequent investigation it was determined that Samboun Mao had fired a gun more than once while he was being driven away in the Dodge pickup from the hit-and-run crash site.  No injuries or damage caused by the discharge of the weapon were reported.  S. Mao was remanded at the Anchorage Correctional Complex on the charges of Misconduct Involving a Weapon IV – Possess While Intoxicated, Misconduct Involving a Weapon III – Fire from Vehicle, Leaving the Scene of an Accident, and Driving under the Influence.

Lancy Mao was remanded at Hiland Mountain Correctional Center on the charge of Operating under the Influence.

The second parked car S. Mao had struck on Scenic View Drive was driven from the scene by its owner prior to police arriving.
